THE CELESTIAL ELYSIUM

Tier of Power: Tier 0 (Beyond scope) XXVI ANCIENT ELITE; their technological and mystical forces are beyond scope to mortal kin and their power is of a tier considered Meta-tech, or Godtech. It is a perfect blur of technological and mystical forces.

State: Active in the Elysium and other areas to counter the threats of the powers of the Abyss and other malignant forces.

Species: Volar, Saurik Mar
Info: The Celestial Elysium is one of the few Meta Powers in the known Multiverse and are a conglomeration of the Volar and Saurik Mar, who are both First Civilzation beings. They are usually not ever seen, given they are of a higher plane of existence, and are guardians of their respective verses but they will show up to counter certain threats when it is needed, although any battles with those said threats are almost always on a totally different plane, such as one of the Ectoplanes. 
Central Ruling Government: The central ruling government of the Celestial Elysium leads to the Elysium itself and its neighboring Draconic plane. Like the Abyss, think of the Elysium and the Draconic plane as a framework like a spiderweb that weaves into every verse in the Multiverse, connecting them together. Unlike the Abyssal Scourge, which is a Despotic Theocracy, the Celestial Elysium is a Council Theocracy, thereby meaning the leaders of each layer and the Horsemen convene together to discuss important matters and vote on the best route to take. 
Seven Layers of Elysium (The higher the layer of Elysium, the higher ranking the Celestial is. The structure is similar to the Abyss in that the High One has an inner council reminiscent of Nightmare's, which includes Zaphkael, Volaris, Uriel and Razzius.)
1st Layer (Pudoria): Pudoria is the 1st layer of the Elysium. The ruler is Titania, the Queen of the Fae Volar. She appears as a angelic fairy with antennae on her head, glowing emerald hair with sapphire colored eyes and insectoid wings. 
2nd Layer (Abstinos): Abstinos is the 2nd layer of the Elysium. The ruler is Ghasluna,a Titanes Volar who appears as a humanoid women with jet black hair, wings made up of ectoplasm making her wings appear whispy, and skin color of indigo and eyes of vibrant glowing blue. 
3rd Layer (Liberatus): Liberatus is the 3rd layer of the Elysium. The ruler is Caesola, a Titanes Volar who appears as a bipedal Lion-like beast with blazing golden hair and fur colored in blazing orange. 
4th Layer (Studuro): Studuro is the 4th layer of the Elysium. The ruler is Bio'ivy, a Dryad Volar who appears as an Ent-like humanoid. Her skin is bark-like and her flowing 'hair' is like whispy branches of a tree with small leaves sprouting out. 
5th Layer (Toler'as): Toler'as is the 5th layer of the Elysium. The ruler is Uriel, a Xenrapto Volar who appears as a very erect tyrannosaur with feathers of gold on his head and longer arms than a typical tyrannosaur. 
6th Layer (Benefice): Benefice is the 6th layer of the Elysium. The ruler is Valoris, a Xenrapto Volar who appears as a mechanical saurian with glowing blue eyes. 
7th Layer (Virtuas): Virtuas is the 7th layer of the Elysium. The ruler is Zaphkael, a Xenrapto Volar who appears as an angelic saurian with avian wings that look like they are made of diamonds, and feathers of gold on his head. 

The Four Horsemen of Elysium
The Horsemen of the Elysium are literal opposites of the Abyss Horsemen and are also the Generals of the Elysium as well. They are led by Razzius the RaptorKing, the Horsemen of Life and are sent outwards into the Multiverse to certain verses to help preserve life when it is threatened and the development of civilizations that need help. They answer only to the inner circle, and lesser layers answer to them. 
Razzius: The RaptorKing and Horsemen of Life; a Xenrapto Volar that has skin the color of navy blue, feathers on his head the color of gold, and eyes sparkling with a golden hue. Anyone near Razzius can feel the warmth of life essence entering into their bodies, empowering them and making life sprout outwards.  
Dan-Tisun: The Horsemen of Peace; a Titanes Volar with black hair, eyes of blue, a body of blue and a muscular body that crackles with electricity. When in his presence, the feeling of absolute peace like a warm breeze sweeps upon someone, cooling them to a very relaxed state. 
Gabriela: The Horsemen of Wellness; a Titanes Volar with hair of red, eyes of green, and a body covered like ivory and wings of silver color. When in her presence, the individual becomes cleansed of any cold or diseases. 
Michael: The Horsemen of Bounty; a Titanes Volar with hair of silver, eyes of blue, and a body colored like silver and wings of ivory color. When in his presence, the individual feels well-fed and happy and the smell of something sweet sweeps into the air.
*Malvoid: Malvoid isn't apart of any layer of the Elysium, and acts as the supreme guard of the Elysium itself. He is known as the consumer of the cosmos, and his aspect is of blackholes. He appears as a monstrous drake with a huge maw that, when it is opened, reveals the cosmos inside him. His body shifts to different colors depending on how he moves, and can range from galactic colors to almost pure black. 

Saurik Mar Nations (5 of the 8 Nation Deities are apart of the Celestial Elysium, whilst two are apart of the dreaded tyrannical Triperium Empire, and one is apart of the rigid, truth-seeking Conglomerate. The Deities of the Nations have their homes in the Draconic Plane)
Azthulane: The Blue Nation Leader and Aspect of Dreams; is a Drakian Saurik Mar (A Saurik Mar reminiscent of a western dragon, except bipedal) with scales glistening with a sapphire color. Her breath weapon is Lightning of Dreams that can not only do damage like lightning but also send beings into the dream world. 
Isis Ishtar: The Green Nation Leader and Aspect of Yin; is a Longian Saurik Mar (A Saurik Mar reminiscent of a eastern dragon, except bipedal) with scales glistening with a emerald color. Her breath weapon is a cone of Acid that not only corrodes things but also makes them cold and dark after. 
Ra Atum: The Yellow Nation Leader and Aspect of the Sky; is a Longian Saurik Mar with scales of a rich golden color. His breath weapon is a cone of flames like the stereotypical Dragon that turns the air around it into a plasma like state. 
Sanche Draco: The Red Nation Leader and Aspect of Yang; is a Longian Saurik Mar with scales of a rich ruby color. His breath weapon is a cone of very bright flames that glow with a white blue color. The heat of the flames is very intense and can also cause blindness if looked at directly. 
Ural'thuzane: The Violet Nation Leader and Aspect of Space; is a Longian Saurik Mar with scales of a galaxy color. Her breath weapon is a blast of plasma discharge that reaches incredible speeds and explodes in amazing style.
